In 1836, Michael Faraday observed that the charge on a charged conductor resided only on its exterior and had no influence on anything enclosed within it.
Barium salts are used to soak up electromagnetic radiation, aluminium is reflective.

Cutting to the chase:
in all likelihood, NASA may have known about the 22 light year across Galactic Superwave or Fluffy Magnetic Ribbon AND Magnetic Portals Connect Sun and Earth
every eight minutes.
The so-called Star Wars Strategic Defense Initiative (aka HAARP) may have LESS to do with 'missile shield' or 'military radionics platform' and MORE to do with turning the outer atmosphere of this planet into a massive Faraday Cage against an expected, continuous electromagnetic storm from space.
In case the haarp 'grounding' for the earth-shielding Faraday Cage doesn't work, one would imagine a real push in the arena of atomic computing and photonic computing - check out the research labs and KNOW they'll have been really ramping up research in these two areas where the gubbins of the calculating machines that rule our Global Industries aren't as susceptible to Solar EMP Attack as their copper, gold and silicon counterparts.
